Prof. Amnon Reichman

Amnon Reichman is a professor of law at the University of Haifa, whose scholarship sits at the intersection of public law and emerging technologies. His work spans constitutional and administrative law, with a strong emphasis on human rights, judicial review, theories of interpretation and regulatory theory. More specifically, Reichman examines the role of the state in the virtual domain, including the notion of digital constitutionalism and the dimension of regulation in cyberspace. He explores how digital systems reshape and are being reshaped by legal institutions and processes, especially as generative artificial intelligence is harnessed in fields ranging from health, transportation and finance to law enforcement and security (including the deployment of cybernetic tools for offense, defense and surveillance). He investigates the tension between technological efficiency and the protection of rule-of-law principles such as human dignity, due process, equality and fundamental liberties (free speech, privacy and the freedom of association). His work highlights how algorithmic decision-making transforms discretion, judgment and the application of legal norms more generally, expanding the human and social condition while raising concerns about effective participation, accountability and social control.

Overall, Reichman’s scholarship contributes to understanding how legal systems adapt to technological change, emphasizing the need for careful regulation that balances innovation with the preservation of democratic values through calibrated experimentation and sandboxing. Reichman has won several awards (including the Dusty Miller award for outstanding young scholar and an award for excellence in teaching), and several competitive grants (including the Israel Science Foundation and the Ministry of Science and Technology). Prior to joining’ the faculty of law at the University of Haifa (2001) he spent a year as a faculty fellow at Safra Center for Ethics and the Professions at Harvard.
He holds an LL.B from Hebrew University, an LL.M from UC Berkeley, and an S.J.D from the University of Toronto. Reichman clerked for the Hon. Justice Aharon Barak at the Israeli Supreme Court, and articled with Ephraim Abramson & Co., in Jerusalem. He is the director of the Research Forum on the Rule of Law, and a Principle Investigator in the Minerva Center for the Study of the Rule of Law under Extreme Conditions.
